Opening the chamber
Where this question stands
Technology is usually discussed as if it were weightless — code, models, platforms, clouds. It is not. Every model that answers a question sits on a building, on a slab, on a watershed, on a grid, in a county with a planning commission and a school district and a set of neighbors who did not vote on any of it.
This chamber holds both ends of that reality at once. The inner end asks what these tools are doing to attention, judgment, craft, and the sense of what a person is for. The outer end asks what they are doing to water tables, transmission lines, land prices, heat, noise, and local tax bases.
We are not asking whether technology is good or bad. We are asking a more workable question: what would it take for the next generation of computing infrastructure to leave its place measurably better than it found it, and to leave the people near it more capable rather than more displaced?

- Operators, electricians, HVAC and water engineers who know what the specifications actually do in practice.
- County planners, utility staff, and water managers navigating these decisions now.
- Teachers, artists, and workers describing what these tools have changed in their daily craft.
- Researchers with published work on thermal recovery, closed-loop cooling, siting, and grid interaction.

What obligations follow from placing a high-load facility inside a community? What would a binding, measurable community benefit standard look like, written in units rather than adjectives?
Heat, water, and the closed loop
Waste heat is a resource that has not been asked to do anything. Where does recovered heat have a real receiver — greenhouses, aquaculture, district heat, drying, processing — and what does the engineering and the money actually require?
Attention and judgment
As more cognitive work is delegated, which capacities atrophy and which are freed? What practices keep human discernment strong rather than merely supervisory?
Ownership and dependency
Who owns the compute, the land, the water rights, and the model weights — and what changes when a share of any of them is held locally or cooperatively?
